This page covers that screen, the two ways packaging inventory gets into it, and the other reports where packaging quantities and costs show up. The Packaging Inventory Screen Reports > Packaging opens Settings > Inventory > Packaging (/settings/inventory/packaging). This screen is organized by location tab and lists every packaging item with its Qty On Hand, Qty Received, Qty Issued, and Spent This Month.
